Question Why wont my hard drive install windows?

I am building a computer for my little brother. The hard drive I'm trying to install windows onto is a 2 tb segate baracuda hard drive. The problem is that it doesn't let me put windows on it and I dont know why. It said to activate the controller in the bios, but when putting it in both the new computer and my computer, there seems to be nothing of the sort there? Any body have any idea as to what I'm supposed to do to get windows onto it?
