I have walked my friend through steps of simply checking connections of the power to both the PC and the Monitors, as well as the HDMI and Display Port. They were all fine. The next step we took was reseating the RAM, GPU, and the CMOS. What else is there to do? How can I fix his problem?

Solution
Are you talking about sleep mode in windows?

That has always been kind of hit and miss. It usually works, but sometimes not, and some combinations of components like to fight it.

Otherwise if you are not getting a good display output from your PC then you might be losing the video hardware(GPU failure). In that case you need to switch displays/GPUs to know for sure.
