Question Why won't my PC boot?

After Installing Kaspersky followed by clicking update my Windows 11 (Everything was fine prior), my PC is stuck on the Republic of Gamers BIOS screen. I cannot get into the BIOS options itself (DEL and F2 do nothing) and it does not go further into the Windows booting screen. Everything lights up, RAM, fans, graphics card (GPU works in different system), water cooler, motherboard etc so I'm sure nothing is broken and I heard turning your PC on and off three times quickly will bring you to safe mode but my motherboard had multiple stages of turning on (yellow, red, white then green light) and I'm not sure which of these stages to restart at or if indeed this is what I should do. It hasn't worked for me. Any advice is welcome.
