[SOLVED] Why wont my pc restart?!

I have a ryzen 5 2600 in a msi b450 tomahawk max. When I attempt to restart my computer the EZ debug LED comes on for cpu. Occasionally it will go out but most of the time the computer turns off but never turns back on.

Full partslist would be nice. For psu that means maker+model+wattage.

Have latest bios? make sure to read instructions, since you might need to update in steps and it would be good to update chipset drivers first,
