When I hit shut down, my screen turns off but the PC continues to run because I can see the lights from my case and the motherboard. The PC also doesn't fully go to sleep if I attempt for it to, and also doesn't restart correctly. If I hit restart, the screen goes black, but it never reboots back up, it just remains powered on indefinitely.

This wasn't an issue at first, it just randomly started happening.

EDIT: The only way I can shut down my pc currently is by keeping the power button pressed.

what are specs of the PC?

Have you tried updating chipset drivers?
Yeah, I downloaded the intel drivers but even if It updates, the pc won't properly restart.

Motherboard: MSI Gaming Edge Z390
CPU: Intel Core 8700k
32GB RAM
Windows 11 Pro
Corsair Water Cooler AIO
1TB Nvme SSDs
2 Samsung Sata SSDs 1TB

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows
It doesn’t delete anything, it just stops non Microsoft programs running with start. Easy to reverse.
if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

Startup programs can get in way of shutdown, so its possible.

Have you got the last bios for board? resetting bios to defaults might help. It can be caused by a communication breakdown between windows and BIOS.
