Why won't my port forwarding work

This is for the game Starbound, but I cannot blame the game, this has happened every time. I will try to open a port on my router, in this case TCP port 21025, and then I will port it through using that as the start and end port, and then I will allow the port through my windows firewall. My friends cannot connect to my server, and sites like www.canyouseeme.org say they cannot find me on port 21025. What am I doing wrong!?
 
Are you running your router through a cable modem with it's own router?

If so, in order for the ports to be forwarded to the router, they'd first have to be passed from the modem to the router. I had this issue on u-verse but then I just set the DMZ on the u-verse modem to my preferred router and it started working, it even assigned the wan ip (not 192.168.#.#) to the router. (Though I do have to have deselect it, save, than reselect it and save, every few months)
 


I forwarded it it to 198.168.1.50 which is what ipconfig says is my ipv4 address for this computer
 


just the standard windows 7 one, I let the game files and the server files through the firewall, and it didn't help

You can try temporarily disabling the Windows firewall to see if this is the issue. You really don't need it anyway because your computer is not reachable from the internet (except on any ports you forward in the router).

In the port forwarding rule there will also be a destination port number. Have you specified this as 21025 as well?

These settings look correct.
You can check the PCs IP address by opening a command prompt (Start -> cmd) and running "ipconfig /all".
As mentioned earlier, try disabling the fire wall as a test.
Keep in mind that the firewall applies to "home", "work" and "public" networks. Make sure you are modifying the right settings (just disable all three as a test).
 
I am going to bump this thread, because this keeps happening.
I have turned my entire windows firewall up
I have forwarded the port as shown in the image in the last post.
My windows firewall is entirely off, my avast shields are entirely off, my malwarebytes shields are completely off, the internal IP of the port is correct to the ipconfig I just ran.
canyouseeme.org is saying it isn't working.
I dont understand what is doing this. Is my ISP blocking every port or something?
 


If this address is aquired via DHCP, then this PC's address can change at any time making your port forwarding moot. You should assign it a static IP address.

 

While that might be true, I check the ip seconds before running the canyouseeme.org and updating the port forwards every time, so the dynamic IP wouldn't be causing this
