I have a low profile amd radeon hd 7450 Lenovo
full specs:

1 GB DDR3 radeon 7450
6 GB DDR3 1066MHZ
500W antec basiq bp500U PSU
320GB + 250GB HardDrives
core 2 quad q9300 2.5 GHZ, lenovo mainboard won't let me overclock or change fan speeds in bios or anything

Now I can play wow at low settings and get 80 FPS even with ultra view distance I get about 60, but when I upgrade to fair I get 20-30 FPS... CSGO gives me 50 FPS on low settings.

Solution
You GPU doesn't meet minimum specs for WoW The minimum for a ATI/AMD card is an HD 4850 and your card... although a bit newer... is significantly weaker than that. Your CPU will work, you just need a better GPU. An R7 360 would do fine with it.

sounds about right your cpu is old and you have a non gaming gpu

You can try overclocking with MSI Afterburner. After you enable "Extend official overclocking limits" in the settings the 7450 will overclock to 815mhz core and 1040mhz memory. If you have a standard card the base is 625mhz meaning you would be getting ~30% higher clock speeds. As long as your case airflow is fine I would say go for it. The 7450 does fine with the O.C. maxed out.
