Question Why would a GPU run, but only at idle speeds?

I've been testing my GYX960 lately, trying to pinpoint whether it is the problem, or my PSU.

GPU-Z stats that my performance cap is because of power.

According to EVGA Precision X1 (the new version), my card is drawing 120% power.
Which cant be true because it isnt even clocking past idle speeds. The GPU sits at a cozy 32-35 Celsius (dependant on room temp), but does not stay from that even from the most taxing jobs.

Is my GTX960 salvageable? It obviously runs well enough to display windows, but beyond that, it's just stuck.
Two different PSUs have brought up the same conclusion, while my newer GPU has no issues on one of the PSUs. Havent tested it on the other.

It use to work.
One day, I tried playing a game, and no games would run well.
So I managed to source it to the graphics card staying at idle speeds.
My guess is it was around 2-3 months ago. I play intermittently, but, I definitely did play some games beginning of winter with no issue.

My original PSU is a ThermalTake TR2 600W.
CPU: Gen 2 i3 processor.
The mobo is fairly old.

GPU has same issue with test rig, which has a 750w Corsair PSU, and runs a R9 280X perfectly fine.

I did a vBIOS flash when I was first eliminating possibilities (since I couldnt test PSU at the time. Only had the one available).
Thank you for the help, guys, though!
Will have to save a new GPU.
