This is why it's such a violent industry. In any "legal" industry, you can
expect law enforcement to protect your rights. In industries involving
victimless crimes, you have to take other measures, and protect your
property yourself, which tends to be much more violent. Legalizing
victimless crimes would reduce street violence by a huge factor.
Think of the Mafia as being the private equivalent of the FBI plus the IRS
plus the Army. They handle both enforcement and collection to pay for it,
and staff a defensive force to protect themselves from the rival
government. One wonders if they contribute to anti-drug campaigns to
protect their status quo.
