i'm trying to build my self a budget gaming PC but not sure which of does 2 build up is the best or if the set up is correct.
can't you help me out

Definitely the first one with the 3570k. If you are not going to overclock or do very little, look into the 4670k, it's about the same price. If you do grab the Haswell 4670k, make sure you grab a LGA 1150 motherboard in place of the one you chose.

Drop the Blu-ray burner unless you do it professionally. Trust me, I wasted $150 on one and I've used it twice, both times just to import CDs into iTunes. If you really feel the need for a disc burner grab a $18 Lite-On iHas:

Last but not least, if you can spare an extra $50 saved from the Blu-ray drive, grab a WD Black 2TB hard drive. They are more reliable and perform better than a Seagate. Don't get me wrong, Seagates are good, but WDs are better. Those are the only two brands of drives I would ever buy. Here's a link to the WD drive.

You'll definitely want more power than a 600W if you are thinking you might ever do SLI or overclocking. I'd recommend probably like a 750W or even an 850W PSU, depending on how future proof you want your power supply to be. If you spend an extra $20 now and get a better power supply, you don't have to spend $100 again to buy a larger PSU down the road. Here's a good, inexpensive Corsair 850W PSU, only $85 after rebate:

There is no point to "future proof" your buildwith overkill psu like 750-850w.
When you think it. If you do sli do it now or forget it. If you do it after 3 or 4 years.
There will be faster one card that you can buy cheaper. Good quality psu gives you more wattage that it is labeed for. Rosewill gives +50w more than label says.
550w gives you total 625w to 100% load. Not bad for 550w psu.

Bigger psu is not better if it is not a quality psu. And If you do then sli set you can find cheap good bigger psu on sale all the time. This rosewill you can OC both cpu and gpu. Like GTX760 no issue there.

Has the ability to overclock with the cooler and motherboard and cpu. Good price on Ram that was only a tad bit more expensive than ddr3 1600mhz. Solid Psu for a good price, but if I were to spend more money anywhere, it would be to get a slightly more powerful Psu in case you wanted to add a 2nd video card later. Standard 1tb HDD. Good price on the case, and it has good cable routing options and cooling.

This build will out-perform either of the builds you have listed in your original post while still being under 900 Canadian Dollars.
