Widows 7 file recovery lost after disk cleanup

I Have win 8 home edition. I did windows updates which made win version to 8.1 home edition. After the win updates, I did disk cleanup which deleted old system files. After that, I opened the Control Panel and found out the Windows 7 File Recovery is gone. This is the only backup tool I have to backup System Image of the C drive. I don't even think I can now recover to an earlier version I have saved recently. Any thoughts on what caused the Windows 7 File recovery to disappear? Is it the windows updates or the disk cleanup? Can I use a recent image for recovery ?
 

Windows 7 File Recovery is Software used to create a Repair/Recovery Disk/USB drive. The Recovery drive is then used to boot your machine and restore your System using a System Image which should be created on a separate disk to your main HDD. At your Start Screen type Recovery and in Settings you should see Windows 7 File Recovery. Use this to create a Repair disk and System Image (Top left of Window)
