Ive had my PC for a few years now and have upgraded every part except the case and PSU and fans, Whenever my frames slightly drop my even by 1 to 2 frames my game feels super bad and I have upgraded almost every part and nothing has helped I watch other people and it looks like if they drop a few frames here of there it doesn't affect them that much, I would really appreciate any type of help, thanks!

Solution
Update the chipset drivers.
AMD Drivers and Support for Radeon, Radeon Pro, FirePro, APU, CPU, Ryzen, desktops, laptops

also update the bios, there are already a few more recent versions.

put the unpacked bios file on an usb stick and use the bios option to update, look in the manual for a how to.

Start with these, see if it helps.

Also that psu isn't great quality, would upgrade that if possible. Really would like to know which series btw, but think that Apevia doesn't have any...

Give info about what parts in the pc. One way,

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "Summary for Clipboard",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
also info about psu = maker+model+wattage.

Make sure you have the latets bios and chipset drivers, start with the chipset drivers.
