Wierd program freezes

Hello,
I've been experiencing some wierd freezes last months.
When I start my computer it sometimes (2-4 times per month) does that I can't use some programs like Google Chrome. I start it and when I click on the search line the computer stops responding for few seconds and for another 10minutes it writes that Google Chrome is not responding and I can't close it even through task manager. Each program it affects differently, because I though it was just Chrome problem i downloaded Mozilla using my phone and installed it. Mozilla didn't stop working but wasn't able to search anything and said I am not connected to the internet. And some games like CS:GO were able to start but weren't able to work normally. Either it haven't loaded the map to play on or after few minutes of playing screen freezes but the sound in the game continued. When the lag goes out I stood at the same place as when the freeze comes and the timer stays unchanged and continued to work again. After first appearences I thought my old HDD could cause this so I buyed new one but it came back after 1 month of using it. Every time it happened I checked task manager and RAM and CPU was on minimum usage so I think they don't cause this. It gets fixed randomly. Sometimes it stops after 30minutes and sometimes it's not working for days.
And from what I've read it could possibly be motherboard or PSU so when the lag hits in I borrowed PSU from my brother and replaced it. And everything was working normally again so I was about to buy new PSU but after plugging back in my PSU it was OK again. So I don't know what should be the problem.

GPU: Gigabyte GTX 750ti 2GB OC (Windforce)
CPU: i5-4440
RAM: Crucial CT51272BA1067.M18F (2x4GB 1600MHz)
HDD: Seagate Barracuda ST1000DM010
PSU: ATX-400PNF
OS: W7 HP 64bit
(these are there to mention all of my HW components)
PCI-E Adapter: PCE N15
Silent fan: Enermax UCTB12P

If you are saying there are no yellow warning signs in Device Manager, then based on your original description your problem may be your power supply.

You said you borrowed a PSU from your brother and everything was working normally. So you...

Now I did. It shows me the sign for:
PCI simple communications controller
SM Bus Controller
USB Controller (Universal Serial Bus)
Ethernet Adapter
Don't honestly know what that means...
 

You should right click on any yellow warning signs and choose "Update Driver Software". Let Windows automatically search for the driver.
 

Already tried it and none of these were working. And I don't think that's the problem.

You said you borrowed a PSU from your brother and everything was working normally. So you were going to buy a new PSU, but you put your old Fortron FSP-ATX-400PNF back in and it was working, so you did not buy a new PSU. Is that correct? A faulty power supply would cause odd, random problems, which don't seem connected or follow a clear pattern. It can work properly sometimes, but not work properly at other times, not completely broken but no longer reliable.

Ok but is there any test so I can be completely sure which of the components is it? Because I don't have enough money atm to buy both of them...
