Question WiFi calls: Would I have been able to receive calls if my outgoing WiFi calls were failing?

Hi all,
Not sure if this is the right place for this, but I wasn’t sure where else to post it. So I’m usually on Wifi calling without issues. However, today and yesterday I’ve been waiting for calls from potential interviews. Yesterday, I received calls just fine. Today, it’s been quiet, so I decided to make a call and immediately got the “call failed” error on my phone. Usually this is easy to fix; I just toggle the wifi on my phone on and off. But now I’m wondering: if I was getting this error, would I have been able to receive any calls during that time?
