Your phone, through same wifi, gets 60 mbs down FROM THE SAME speedtest site where your PC gets 4mb down.

Verify that you are connecting with wireless n and get your connection speed. Type CMD in search box, RIGHT click and run as admin. Then type the following in the cmd box: netsh wlan show interfaces

You should see something like this (win10)

Network type : Infrastructure
Radio type : 802.11n
Authentication : WPA2-Personal
Cipher : CCMP
Connection mode : Profile
Channel : 11
Receive rate (Mbps) : 86.5
Transmit rate (Mbps) : 86.5
Signal : 69%

If your output looks similar that's...

If your output looks similar that's good. If you are not wireless n or have a very very low rate then let us know.

Its possible that the placement of you PC is the problem. The wireless signal goes (roughly) in a straight line between the back of your PC where the antenae come out and the router the send the wireless signal. AS A TEST ONLY, move your PC so that is about 4 ft from the router (not closer) where nothing is between the router and the antennae on your TP-Link TL-WN881ND. Do speeds improve ?

If the phone was not getting a better connection we'd also look at interference , etc.
