Wifi connection issue

Hi,

I am not computer savvy but I am trying to connect to a new wifi Network at my apartment building. I have the password but the page where I accept terms and enter my apartment number etc. will not pop up on my computer like it does on my phone. I've tried searching in my browser and it still doesn't come up. I have a Dell Inspiron touch screen. Any thoughts?

In most cases you can just try accessing a webpage and it will sorta intercept what you are trying to do and ask for the terms and what not. You could also try resetting the internet browser to default settings by using this method: http://windows.microsoft.com/en-us/internet-explorer/reset-ie-settings
