WiFi Connection Problems, but full bars?

Hello Everyone,
So I am very confused, using speedtest.net I get the following results:
PC (Ethernet) = Ping 13 ms - Download Speed 33.46 Mbps, Upload Speed 1.14 Mbps
Laptop (Wireless) = Ping 33 ms - Download Speed 18.28 Mbps, Upload Speed 6.11 Mbps
Tablet (Wireless, UpStairs) = Ping 18 ms - Download Speed 0.16 Mbps, Upload Speed 5.84 Mbps
Tablet (Wireless, NextToRouter) = Ping 14 ms - Download Speed 0.12 Mbps, Upload Speed 6.57 Mbps

The results are strange to say the least, but my biggest and really only issue is the extremely low download speeds I am getting from the tablet, it makes it almost unusable using wireless. Both my wife's and my smartphone are having the same issue. The tablet is an older one, a Galaxy Tab 2 10.1, but I don't think that would cause a problem. Anyone have an idea as to why the download speeds for my mobile devices are so slow?

The tablet will only accept as much data as it can write to memory, so it is pacing the download of packet data to the rate it can store the data. Otherwise, all of the data being downloaded would be thrown away when the tablet couldn't handle the flood...

So is this just a limitation of my tablet? I find this hard to believe because when I'm in another place, say my school the WiFi is much faster and I don't have this problem. Is that the only thing that could cause this problem?

Upon further testing I have guaranteed it is not my tablet causing the slow download speed, after testing at my father's the download speed is around 8 Mbps, way higher than mine. Any suggestions?
