Question wifi is slow only on pc! any help appreciated!

hi, ive tried asking around all over to no avail, any help is appreciated! So my wifi network is up to 1gbps, and on my ps5, mobile phones, other laptops and previously on this pc i average around 300/mbps. Recently I've been experiencing this issue on my main desktop where my wifi speed doesn't exceed 20 mbps. I'm connected to the same network I have been for months, I haven't moved anything, I didn't previously have any issues with interference. My band is 5ghz but I've had no issues with it previously. So I tried updating my driver's to no avail, I went out and bought a ethernet cable and ran it from my modem, no change. I'm lucky if i get 20mbps on my pc meanwhile my phone can be over 400mbps. I tried contacting my ISP and they sent me a new modem. Okay so no noticeable difference once again. Turned on my mobile Hotspot and ran a speed test, 9mbps on my pc, 350 mbps on my phone. Same speed test service, same connection. i have no antivirus installed apart from windows defender, and ive tried disabling ipv6. im connected through both ethernet and wifi, and theres next to no difference in speed. If anyone has any ideas please help I've exhausted all avenues, I've tried researching other people's fixes, no use. TIA

Ps the cmd you want if this article helps is

netsh int tcp set heuristics disabled

Do not leave your tcp scaling protocols disabled it will screw with the system in the long run it's just a test to see if disabling heuristics will solve the issue or not

Number one question with any device that uses 5 ghz to connect to wifi is this. How FAR is the device, is it AX, AC, or A? Is there obstacles like a wall? Is the antenna eternal or outside with a physical antenna?

Wifi travels basically in a straight line to the device. So there is no flying around walls or objects that may cause interference. There is more to your situation, I am sure, but it really depends on the basic questions.
