Wi-Fi issues can also be caused by the device to which you are connecting, the distance between you and it, the objects between you and it (like walls for example if the Wi-Fi device you are connecting to is in a different room from your PC. In addition to this some Wi-Fi adapters work better with certain routers or access points. If you could let us know what device you are using your Wi-Fi card to connect to, that may help.

The "Limited" Ethernet/Network description may indicate that Windows has restricted the network card's ability to communicate on the network because you haven't indicated or instructed Windows that it can trust the network the computer is connected to. Or perhaps the network device/router you are connecting to...

The "Limited" Ethernet/Network description may indicate that Windows has restricted the network card's ability to communicate on the network because you haven't indicated or instructed Windows that it can trust the network the computer is connected to. Or perhaps the network device/router you are connecting to hasn't issued an IP address to the ethernet controller in your PC, this could be the result of a faulty/broken ethernet cable too or perhaps the ethernet cable is not connected to the correct port on the router.

Without knowing any of the technical details (make/model of router, version of Windows, etc) its difficult to go much further than this.
