WiFi list doesn't appear when user is signed in

Hello everyone,

This one is pretty challenging: I've got a laptop (Lenovo G500) that had problems booting, so I've 'refreshed' it by keeping personal files but re-installing Windows. Through this process OS upgraded from Windows 8.1 to Windows 10.

The problem is: WiFi list is empty. I've tried reinstalling network driver (older/newer versions), resetting network preferences, enabling/disabling adapter, even went through Win10/VPN/no WiFi list troubleshooting.

Now the strange thing is, this only happens when a user is signed in. When I'm on the Welcome screen where I select user and type password, the WiFi list is filled up with available networks! I am able to connect to any network there and stay connected. But as soon as I sign in as user, the wireless network stays connected but I can't disconnect or change network. I've tried creating another account and unfortunately it happens on any account.

At the moment I'm installing all available Windows Updates, but doubt any of them will solve my problem. Has any of you had a similar issue?
 
some old vpn software contains a network filter that does not get updated.

fix looks like deleting a registry key and running a netcfg command
 
Thanks Johnbl, I've tried that fix and both registry key network services are not found. I don't recollect VPN being installed on this machine either. 🙁
