WiFi network at a university

Hi, I am looking at installing and maintaining a wifi network at one of the universities close to me. I have limited knowledge about networks but I do understand that there are challenges that I haven't thought about.

I know there is limitations with the VLANs and different APs and routers. What my understanding is, is that I would be able to connect an awesome router to a couple of APs, for adequate coverage across the 3 story building, with a killer switch.

Where my knowledge fails me is, with signing in or connecting by the 1000/2000 different students. Will I have to setup a separate VLAN for each department because of the 250 (odd) user constriction? Where can I find out about the security precautions to shield myself from law suits because of unprotected user data?

Lastly, but surely not least. How will you suggest I compose the connection to the internet? Active users will vary constantly and will be moving around between different APs, seamless handovers is not really my concern but slow internet will make this whole endeavor redundant. Obviously I can not connect this entire network to a 100mbps line and hope for the best.

I have seen "ambitious" guys get blasted on this site, so let me state: I know that I will need to contact a professional in my area to ensure everything goes down well but I am only at the planning stage at this point and would like some guidance, if possible.

So my questions would be: "is this possible?", "What will I need to make this happen?" and lastly "What is the pitfalls that I need to look out for?"
