Which model and OS version, is it rooted?
You can go into settings, connections, wireless, and then select the network settings, then advanced settings on some models. Not all phones allow you to access detailed settings depending on the network (like AT&T for example allows minimal access to detailed settings in most cases).
Edit: and many wireless networks will not allow you to use a static address, assuming that you use it outside the house with other than your provider data link.
