Wifi Power Management in Windows 10

What power management options take precedence in Windows 10. If you go in power options, under WiFi, you can set maximum performance or low, medium, or high battery savings. In device manager, under the device driver options, I can also set transmit power as well as the check box to allow Windows to turn the device off to save power. Which settings take precedence...Windows or the driver?

They both work in tandem. Drivers are installed so Windows can recognize it as an operational hardware and when you go through both worlds for settings they are in essence working as one and are shown in different titles. e.g: the higher the transmit power the more power it will need and thus reduce your battery life. The same can be said when you reduce transmit power and the battery life is extended. If it is not in usage then windows can shut it down.
