Wifi Problem on windows 8.1 fresh install is destroying me

Hi guys

Please somebody help me, this issue is starting to be unhealthy for me. I have reinstalled win 8.1 4 times already, latest install I have lost Hard drive (d:, C is alive)
The problem is super slow wifi, even though its normal on phone and tablet, also blue screen, random CPU, wifi and C: spikes. This is going on for over a month now
Latest install with no hard drive, system seems more stable (no freezes) I hoped that was the problem, however the internet is again slow !?? I went crazy... so hard drive dead, but problem still there.
I tried to boot in safe mode, there internet is normal. So now I dont know what to do...

Please help by the gods !

Please add your systems specs to your post with make and model#'s of the various parts if you can. Be sure to included how you connect it to the internet and the make and model# of the device being used to do so. Thanks.
