WIIFI toggle button f12 doesn't change mode between airplane and transmit

I've reinstalled windows 8.1 on a Toshiba satellite C55-B. I downloaded all of the drivers but I think I've missed one. My WIFI toggle button doesn't change settings between airplane mode and transmit

Did you make sure that the WiFi switch is set to on somewhere on the laptop? You could also try opening Network and Sharing Center and then going to Change adapter settings on the top left and manually enabling and disabling your WiFi adapter but make sure the hardware switch on the laptop is enabled first.
