i currently have this setup and the gpu is on 98% all the time while the gpu is jumping 40's to 60's no problem. is this normal ?
running @ 4.0GHz
GTX 1080 gaming plus +100 voltage
+113 powerlimit
+120 Core clock
+575 memory clock

Solution
no bottlenecks, or none that you should care about, not even with 2080ti, not with what comes after it nor with what comes in like 5 years. do not worry about this bottleneck thing as it is a foreboding oversimplification of things.

by the time a real bottleneck comes up, and that is, stuttering, massive fps spikes or straightforward extremely low fps, your cpu will be already deemed less than minimum specs and not cut out for it any longer.

So first thing first is it the intel 2700 or amd 2700, and is it the GPU or CPU running 40s 60s ?
Looking at both the 2700 i7 from intel is old and will struggle with Ultra or high graphics on your latest games but most it will do fine....the 2700 amd will be fine for all of the games you push at it.

Just confirm what you have.

Yes it is normal.
My 1660 Ti goes up to 98% when I play current games set to Ultra but my OC'd Ryzen 5 2600 only goes from 40 to 60% like your CPU does.
That just means the game is utilizing the GPU fully but isn't CPU dependent so the CPU isn't need to be fully utilized.
As long as you are getting decent FPS I wouldn't worry about it.

You will be fine :) AMD 2700 is a strong CPU and still in the top 100 CPU's
CPU doesnt do alot while in gaming...if you do recording or streaming it will use a bit more CPU power but overall you will be fine
