Im new into understanding pc hardware and the intricacy behind builds so my questions is as follows and plain and simple, can i build a pc that will run all last gen and next gen games at 1080p 60fps at a budget of $1,000 dollars?

Yeah, $1000 should easily be able to give you enough power for a computer that can play games maxed out 1080p 60fps for the next couple of years.
