Question Will 60 FPS on a 60 Hz monitor be better than 60 FPS on a 75 Hz monitor?

My PC Specifications:
Core i3 6098p 3.6 GHz
Nvidia GTX 1050 Ti 4GB
8GB DDR4 RAM
20 inch monitor

I am looking for a new monitor(24", IPS) for gaming and reading.
I need some advice. I could narrow down my search to two monitors:
1) BenQ GW2480
2) LG 24MP59G-P

The only major difference I see there is that the LG monitor is 75Hz(with FreeSync) and the BenQ model is 60Hz(without FreeSync).
(The price is almost the same for both in my country).

I have a few questions here:

  1. Is there a noticeable difference between 60Hz and 75Hz?
  2. If I play at 60 FPS on the 75Hz model, will I see screen tearing? Or for that matter, will any framerate below my monitor's refresh rate cause screen tearing?
  3. Will FreeSync work with my GTX 1050 Ti?
  4. What would you choose if you were me?

Just to answer your title question you should be able to set the 75hz model to a 60hz mode.
