If you were to game at a lower resolution to try and hit 165 fps, you may get better performance with a 7700k. At 1440p, and especially at 4K, I doubt you'd see much difference between an i5 and an i7.
That's because its only a 1070, it's not meant to push maxed out frames at 1440p.......
A 6600k won't bottleneck a 1080ti if you give it a good OC which it looks like you've done.

Keep in mind an i7 will still be significantly better due to its higher thread count, which willl help substantially.

That's sort of my point. Resolution doesn't really effect CPU usage, but has a huge effect on GPU usage. So as you go up in resolution, you'll be increasingly limited by your GPU and performance difference between CPUs will shrink. Conversely, if you game at a low enough resolution where your GPU is able to pump out high fps, you start exposing CPU bottlenecks.
So if I was gaming at 1080p and wanted to get the most out of the 1080ti i'd need a i7. Why you'd be gaming at 1080p with a $2500 rig I dunno.
But with my resolution taking some of the load off the cpu, picking up the 1080ti would be a wise choice to get 130fps rather than the 90 I get now?

If you want to get a 1080ti and 7700k go for it, up to you to decide whether you're in a position to spend that money.
Remember to update BIOS if you do before you sell the 6600k.

Yeah, upgrading to a 1080 Ti will make a bigger difference than upgrading to a 7700k, even though there may be some games where you'll be held back a little bit with a 6600k compared to a 7700k.
