will 8gbDDR4 3000 cl15 work if im not overclocking

I have a ryzen 5 1600 and im wondering if 8gb of 3000CL15 ram is ok as long as im not overclocking?

Overclocking what ?? On DDR4 everything above 2133MHz is considered overclocking (memory) so you engage XMP or DOCP 3000 and it should work on that frequency. CPU doesn't have to be overclocked.
