My buddy is selling me his msi duke 1070 Ti for 325$ in good condition... 2 questions...

1. is it worth the upgrade in gpu?

2. will my i5 6600k bottleneck the 1070 Ti?? [will I see dropped frames etc.]

Solution
I think you should go with the 1070 Ti, for a 144 Hz monitor you really won't regret it. The 6600K can handle the 1070 Ti in most games - plus, even if you do see CPU bottlenecking, you won't notice it because you'll be getting 144 FPS or close to it anyway(in games like Rainbow Six Seige). I checked a video just now of a 1070 with a 6600K in R6S, and it was getting like 165 FPS on average, 97 on minimum. Like I said, it'll be an upgrade worth the money.
I suspect in certain games, at certain screen resolutions, with certain settings, on busy servers with lots of players, your CPU will see 100% usage before the GPU does, yes.

But the performance difference between the GTX 1060 3GB and GTX 1070 8GB is large. So yes, in most cases, the upgrade is worth it.

Yes, it is worth the upgrade because, as mentioned, the performance difference between your current GPU and 1070 Ti is large.

As for bottlenecking, what monitor do you have? At 1440p, there are lower chances of CPU bottlenecking than at 1080p. Even at 1080p, the bottlenecking will not be too intense because your chip is overclockable, so you can try to overclock it to reduce the bottlenecking.

only play on my Asus 1080p 144hz monitor..Fps games like rainbow six siege etc...ok, did not know if I would see an upgrade in FPS from the gpus

I play at 1080p 144hz asus monitor. im tryng to go for some high settings possibly ultra on rainbow six siege..i play a lot of that...I was hoping I would try to get past the 144 frames to get use of the 144hz monitor.

Then go for the 1070 Ti and if the CPU ends up being the weak link, you can start saving for an i7. The GTX 1070 would probably do 144 fps too @ 1080p and be less expensive with the same results.

thank you sir
