Yes 3.0 is backwards compatible with 2.0, there may be a slight, slight drop depending on the card. But it should run 100% like it was designed to do on 3.0 with 2.0.

Yes, and you won't notice the difference in speeds that they claim. You 3.0 GPU won't be downclocked or "degraded" in any way.

the only issue you Might run into is a processor bottleneck, depending on your components

perfectly compatible, the 3.0 is 0-3% faster than the 2.0. Your gpu would be just fine.
