The 3600x would be able to, my 2700x does 3600mhz but voltages/timings need to be tweaked to get it stable on my x470. The issue here will be very much if the VRM on a B450 board can handle it at a stable 3600mhz out of the box DCOP.
It may well the timings and voltage may need to be tweaked to get it stable. That is a good board though so you stand a good chance.
Important is also the quality of your PSU when OC'ing RAM, any fluctuations due to poor/inconsistant power delivery will exacerbate any stability problems.
To be honest though 3200mhz is widely seen as the sweet spot for Ryzen so after that the returns are very small the higher you go.
