Will a 3700x with a 1060 6GB (OC to 1809MHz) bottleneck? Its on a B550 motherboard with 16 GB (3200MHz Speed)

The CPU will not be a bottleneck. The GPU would be, though, which isn't a bad thing. That just means you have room to grow, GPU side, with regards to future upgrades.

No, not even remotely close!

If you're running 720p @ 60Hz, no. If you're running higher than 1080p, or 1080p but higher than 60Hz, yes.

The GPU is the weakest link in this scenario. Of course, it also depends on what games you're talking about.

You will notice it, only in the form of how much FPS you get, when the GPU is the bottleneck. You can try playing with lowered graphics settings, in whatever game you are playing, if the FPS isn't good enough, for an enjoyable experience. You are never going to eliminate bottlenecks, something will always be one somewhere. It's just a matter of how impactful they are. With a 3700x, at 1080p, I would say you are good till at least a 2080 super. If you jump up to 1440p, or 4k, I would say a 2080ti, 3070, or 3080.

Testing of the good 6 GB variants of the GTX1060 more than 3 years ago showed that only an i5-7400 was required to fully saturate the GTX1060, meaning faster processors (although they will naturally improve minimum FPS sustained) will not appreciably alter average FPS....

As others wrote already it depends, on lots of things, not only CPU and GPU. RAM also play a small part, not as big as the GPU and CPU, but it does.
It will also depends on the detail settings you select on the game, 1080p 144Hz using what? -> low, medium, high, ultra, a personal mix of all those?
And finally it also depends on the game are you playing, Far Cry5, Rocket League, LoL, Fornite, Valorant, BF5, CS:GO, R6S, The Division 2, MS Flight Smiulator 2020, etc.? not all game engines works the same.
