CPU: AMD Ryzen 5 3600XT
RAM: 2x8 16 GB G.Skill 3600mhz
STORAGE:Intel 660p M.2 nvme ssd and 7200rpm hdd

Will a 650W power supply be enough to power this setup?

This depends.
What exact model is it?

650 watts is enough on paper, but, I would personally put a buffer on it, unless it was a best in class psu, say an HX650i, or similar.

It will handle it, but it's the lowest psu I would put with that rig.
