Msi b85 g43 mobo
Plz tell will my psu be enough to pick out r9 290 including this pc setup.

Everybody that answered, said "don't buy a UMAX power supply", but yet you ask a question about a UMAX power supply.

A SeaSonic power supply is a MUCH better choice.
650 W is fine. The quality of the PSU, however, is not unless this is a PC you're building for someone you dislike.

It's unlikely you need 16 GB of RAM, so if you can't afford to add a reputable power supply, you can cut back to 8 GB. But whatever you get, power it with a safe, dependable PSU - a PSU is the last place to cut corners.

Also, it appears you're choosing a laptop hard drive, which is a bad choice. Hard drives intended for laptops tend to be slower, but consume less power, and are made to be more resistant to vibration. And will almost always be more expensive than a 3.5" drive of the same quality, capacity and speed.
