i believe the next gen ryzen cpu's will be am4? but will i be okay with a b450 tomahawk or should i get a better mobo now to save money in the future

You should be OK. There is a BIOS posted 3/6/19 that says "- Support new upcoming AMD cpu. " in the description. That would imply that they are prepared to support 3rd gen CPUs with that board.
