will a back up put windows on a new computer?

it is called a click free plenty of space

I would rather buy a better gpu than buy windows 7 so that is why I am asking.
 
Solution
1. Moving a laptop OEM Windows install to a new PC will not work. That installation is tied to the original motherboard. So you need to buy a new OS for the new PC.

2. Even if the licensing worked, there is far too much difference between the original laptop and the
new' PC for it to actually run.

3. Even if 1 or 2 were irrelevant, now you have a laptop with no OS. Someone has to buy a new OS.

There are several questions that would need to be answered before you get an 'answer'.

Is the existing OS an OEM version?
What software are you planning on doing this with?
What are you planning on doing with the old PC?

The OS is just as much a part of a new PC as the GPU, or RAM, or PSU. Far too many people try to cheap out on that.

the OS came with my laptop when I bought it
not sure what you mean with that second question
I am planning on selling it to a friend or family member
