I am looking for a way to get a connection for my pc in spain at hotel with out a internet connection

The only way that a dongle will help you is (1) if your laptop lacks wireless you can use a wireless USB dongle, or (2) you can use a 3G/4G USB dongle if 3G/4G coverage is available where you are located.
