I have an EVGA 500W PSU and I don't know if it will run a i5-6600k and a GTX 1060. I also have the hyper 212 from Cooler master. I want to overclock these as well. Can someone please help me?

Solution

Motherboard - MSI B250M Gaming Pro Motherboard - £76.73 (Amazon)
Graphics card - Gigabite Nvidia GTX 1060 6GB - £233.97 (Amazon)

Total: £728.64

That's the full build

Yep, 500 watts is more than enough. As I mentioned before, the i5 will use about 90 watts, the 1060 about 120 watts, and the rest of your build will likely use less than 100.

So could I even downgrade to a 450W?

In theory, yeah. I wouldn't though. I would never go less than 500 unless I was perfectly confident that I wouldn't be upgrading in the future
