Will a gigabyte 970a ds3p rev 2.0 work with a fx 8350 black edition and gtx 960?

It'll work ,its just not a great board for an 8 core .

Some people get throttling issues,some don't.
There's is no overclocking headroom on it so whether you keep it is up to you.
The ud3p was only $10 more & is the board you should have gone for.

Sorry for being a noob but what do you mean by throttling issues?
 
The power delivery on it is only a 4+1 phase vrm - the vrm's are located under that silver heatsink behind the CPU socket,those and the tower caps behind it regulate all the voltages to various parts of the board.
Under heavy load on an 8 core these can heat up substantially & when they hit an unsafe temp the board will throttle the CPU to a lower speed to lower temps - this is a safety feature to prevent damage to the board and/or CPU.

With an 8 core its always recommended to go with a board with a higher power phase setup - the ud3p has 6+2 phase (6 for the CPU ,2 for the north bridge) the load is split across these so temps stay lower ,stability is higher).

The ds3p still has good quality components & the vrm's are heatsinked , you will likely be OK - just for another $10 the ud3p would have been far better.

For any 8 core budget build Id personally always go ud3p ,fx 8320 ,raijintek themis cooler.
