If the title doesn't describe my question enough, will the 1800X be slowed down in games with a GTX 1060?

Before any of you tell me to get a Ryzen 7 1700 or somewhere along those lines because the 1800X isn't a gaming chip, i have the opportunity to buy a 1800X for $300 from a friend who got a Threadripper and has no use for his old CPU (the 1800X). I'm planning on pairing this with the MSI B350 Tomahawk Artic motherboard and 16Gb of DDR4 3200mhz Trident Z memory. I will also only be doing 1080p gaming.

Yes, it can. So will your GPU in situations. There will always be a limiting factor when gaming, so I'm not quite sure the relevance of your question. I would advise you to read here about bottlenecking.

What you should instead think about, is if your CPU can perform up to your framerate goals, and your GPU can perform up to your visual quality goals.
Resolution has nothing to do with a CPU's potential performance, too.
