So is there any you recommend? I dont know alot of GPU's and things, but please help me out with this.
These are my Requirements for BO3 with my PC. - https://gyazo.com/42d3e9fad7e6f73837216116ef77c7a2

Any Chip that's the cheapest but powerful atleast under $200 is what im looking for.

ok, first i need to know the make and model of your motherboard before I can see what the best cpu you can get is

run this

http://www.cpuid.com/softwares/cpu-z.html

click on the mainboard tab

then post back with mainboard manufacturer and model

Manufacturer - MSI
Model - A68HM-E33 V2 (MS-7721) -[9.0]

Ok the best cpu for gaming that it supports is the Athlon X4 880K

it does not have a built in gpu, so you need to get one first before you can swap it in

also make sure your motherboard bios is up to date

so i cant just buy a Athlon X4 880k & GTX 750 ti? i have to look for a GPU? sorry im new to this and thanks for helping me out.

If your CPU is up to par with the GTX 750 then you should have no problems playing it on low to medium settings.
However it's less likely that you can remain at those fps constantly because it's a medium demanding game, if possible save up your money and purchase a Gtx 950 or one of the Radeon series.

I believe the "GTX 750 ti" IS the GPU.

Solution
I have one of the weakest 750 ti's (Zotac, single fan, 2GB) and I can run GTA V in medium settings, high shader and texture quality, no MSAA in 60 FPS locked pretty much for the most part. As far as BO3, I had to put most things on low to get 1080p/60 FPS.

Long story short, you can run any game on a 750 ti, but the important question is, which settings? Newer games this year will all need to be turned down to low for the most part.

so now adays its best to get a better one? Is there a better one under $200? i know the 750 ti is but i wonder if the dual fan will work on it

I meant in general, all 750 ti's are becoming very outdated.

If you're looking for a 750 ti under $200, you might as well get a GTX 950 Superclocked with ACX 2.0 (ACX 2.0 means two fans basically.)

he needs to double check his psu has at least a 6-pin

most likely it does not, so he needs to get a 950 that does not need any additional power from such a cable

So can i just purchase this?

or do i got to inspect and look around and post images?

My Biggest question is where would i install it? I got images and a video inside my pc. My Voltage is 350w.

In this black long slot. Pull down on the latch on the right much like how you do with the RAM DIMM Slots. Put the card in and push down till that latch clicks back into place just like RAM again.

You're going to need to remove two of these things on the back of the case, then screw the graphics card into place:
