Im thinking about buying a gtx 750 ti since they're only 40 bucks, so i wanted to know if it fits. Because low profile is 150$

Which model GTX 750 Ti are you getting.
It is important to know the make and model, since manufacturers might use different size coolers which could make the card larger than others.
Examples
EVGA GTX 750 Ti 170mm (6.70") and Asus GTX 750 Ti 218mm (8.58").
As you can see, that is almost two inches difference between two manufacturers on the same GPU.

Im just trying to find one that fits with my pc, since i know the DT is wider and taller than the sff, if i were to say i think an EVGA or ASUS would probably be what i want the ebay link im looking at says ASUS GTX750TI GTX750 2GB/1GB DDR5 128bit 5400MHz Gaming Graphics Card HDMI
I dont think it says a model though

i just found this one, and i think the last words are the model 2GB Dell nVIDIA GeForce GTX 750 TI DVI HDMI PCI-E x16 GTX750 8MXMJ 08MXMJ

Sorry to bug you too much but Ive seen people saying the psu isnt strong enough for a GTX 750 ti, but some saying otherwise and i have no idea which is right

That is why I am asking you which model you are getting, since some GTX 750 Ti require a 6-pin power and others do not.
Which PSU do you have and it does it have a 6-pin PCIe power cable?
GTX 750 Ti without a 6-pin power connection requires a PCI-e slot that delivers 75W (the standard). Some Dell motherboard just deliver 35W on the PCI-e slot.
Since Dell use proprietary motherboards it doesn't adhere to standards.
A GTX 750 Ti GPU without the 6-pin power connector, then it requires 75W from the PCI-e slot.
A GTX 750 Ti GPU with a 6-pin power connector, requires 400W PSU.
Some Dell 790 have a 220W PSU and some others a 380W PSU.

That is why you might have "seen people saying the psu isnt strong enough for a GTX 750 ti"
By the way, do you have the 790 desktop or tower? In the title you mentioned "optiplex 790 DESKTOP TOWER"
