I'm looking to buying a new laptop and the hardest thing i want it to do is 1080p movies and some basic programming with simulation. Will an i3-4005U (Dell Inspiron 3542) be enough for these two (especially for the simulations) or do i have to go for sure for an i5-5200u (which means extra 100$ which i would rather not give, unless it is mandatory)?

It depends how demanding the simulation is. Do you know the name of the simulator so I can give you a solid answer?

I can already tell that i3 will give you laggy or if not, poor performence. The i3 has 1.70ghz which is very low and the i5 has 2.20ghz which is faster and more powerful. Go with i5. Much faster, more power and better safe than sorry.
