another question. is i5 7400 compatible with 1151 v1 or 1151 v2 MOBOs?

There are 3 versions of 1151.

All 100 series boards "B150, Z170" will take 7th gen chips with a BIOS update.
All 200 series boards will take 6th gen and 7th gen chips without a BIOS update.
300 sereis boards support 8th gen by default and 9th Gen chips with a Bios update

So what should you pick? That depends on if you ever plan on overclocking with a K chip. Used 100 series and B250 boards can be found for as low as $35. Generally you want the latest chipset you can find, 200 series boards with 7th gen chips support Optane while 100 series boards will just give you the same M2 slot without Optane support. Other than Optane you won't see any other game changing differneces between the chipsets.
