will a i5-7600 Bottleneck a 1070ti?

i'v recently upgraded my ram, and gpu and have been experiencing very low frames in games. Im not too sure what the problem is but i have a feeling it might be my cpu. being relatively new to building pc's i dont want to just throw money at my pc to try and fix it.
my specs are:
- gtx 1070ti
- 16gb ram
-i5-7600
-ssd
-hdd
-730w psu

Actually I have seen this before it isn't the cpu throttling it is the motherboard board sensor that is defective cause the cpu to be throttled
actually had a motherboard do that to me recently, only 2 solutions (one you will try and is software based to confirm the issue and the other well is replace the board.

so go get The only program I know that can disable this is ThrottleStop. ( https://www.techpowerup.com/download/techpowerup-throttlestop/ ).
Disabling BD PROCHOT disables the signal path so items outside the CPU can not tell it to throttle. The CPU will still throttle if it ever gets too hot whether BD PROCHOT is enabled or disabled.

in the image below when you load it , if you see the check mark on BD PROCHOT, uncheck it...
How low of frame rates are you considering to be "very low" and at what resolution?

An i5-7600 should be capable of handling frame rates over 60fps in nearly all current games, so I don't think it should be limiting your performance much.

If frame rates are in fact extremely low, did you make sure your monitor is plugged into the graphics card, rather than a video port on the motherboard, and that you have Nvidia's latest drivers installed?
 
im playing at 1080p and in some newer games im getting 10-15 fps with 90 - 100% cpu usage and in older games 20-40fps with the same cpu usage. i envy those who say there getting low fps at 60+

have you installed HWINFO yet and run it as sensor mode so you can see if your GPU or CPU is overheating while gaming ?

I have a 4790K with a 1060 @ 1080p and get 136-164FPS in PUBG, so if you have a 7500/1070ti you should get very much similar @ 1080p

 
Yeah, that's not normal. Definitely check your CPU temperatures, as it sounds like it might be overheating and throttling performance. If CPU temperatures are high under load (over 80C) make sure the CPU cooler's fan is turning, and if it's the stock cooler, that all four of its pushpins are fully clicked into place.
 
Any cpu can be bottlenecked. Depends entirely on the software run. If the game relies on a single thread, as many older games do, and you push that thread to 100%, doesn't matter if the cpu was an i7-8700k or PentiumD, it's bottlenecked. Chances of that happening are slim, but it's possible.

What you'll need to do is use MSI Afterburner. Forget about task manager usage, that's entire cpu, not core/thread count. Afterburner will show you in game just how much any one thread is being used, so if your game is maxing out just 2 threads, with little else on the other 2,then it's time to adjust detail settings like grass detail, viewing distance etc.

Also make sure physX is on gpu not cpu and any other things that use the cpu in game are minimized.
 
i just ran 3dmark timespy with afterburner and HWINFO to monitor usage and temps and the cpu was pushing 90-100% usage at 30-38 degrees Celsius. The gpu was around 57-65 degrees and 30% - 100% at sometimes in the benchmark.

somehow I doubt this,that would be an idle temperature, your not looking at the MAX temp I am sure of that
and if it is the Max temp at 90% Utilisation then you have a serious cpu issue, possibly only 1 core is running on your cpu
can you benchmark with passmark v9 and only run the cpu test and tell us your score (should be about 10-13,000 score)

also when you have HWinfo running during your benchmark what is the multiplier indicated x4, x8, x30, x44?


 
Ok your cpu is throttling, it should be running at 3500 or boosting higher. Your cpu is running at its slowest possible speed.

I would try clearing the CMOS. If you are unsure how to do this look it up in the motherboard manual. It is usually connecting a jumper or pushing a button but also removing the CMOS battery for 30 seconds will work.

Thank you guys for helping a pc building noob figure out what was wrong. all i need to do is buy a cpu cooler now because the stock cooler isnt going to cut it. thanks
