Bottleneck is an overused term and is completely dynamic. It completely depends on the application. No one component is "always" the bottleneck. In CPU intensive applications, your CPU will bottleneck, in GPU intensive applications, your GPU will bottleneck.
So it largely depends on what you want to do and what resolution you might be playing at, if you're referring to gaming, then the 9400f and 2060 are a fairly good match for 1080p.
Thank you, I will look into thatI do not think that combination would suffer from any bottlenecks. I would consider a Ryzen build, even if it is a 2600/2600x, and either an RX 5700, or a 2060 super.

The problem is the GPU 2060 is not as well suited for 1440p, it's best for 1080p, so you'll probably find the GPU may be limited slightly there. It will be OK on 1440p in many games, but might barely scrape the barrel on some, but top quality on 1080p, it is no issue.Thank you for the reply!
