will a i7 4790k bottleneck gtx 980 ti?

Which makes perfect sense, two gtx 970's are considerably stronger in theory. Downsides are (very little by now) sli-stutter (higher frame times) and higher power consumption.

No, (extra) time required to process frames (compared to the average of your fps). While you may have 99% of all frames done within 10ms, which means you have high fps, the 1% may take longer. If those take too long you'll notice very small microstutters that happen ocassionally. However, gtx 970 sli does still well there, it's only a little less good than a Titan X in that regard.
 


at what ms would mico stutter start coming at i borrowed a friends 970 and i didnt seem to see any at all and i was runing 144fps with aa off in max settings in 1440p but i was thinking to sell my current 970 and buy a gtx 980ti for the exrta ram and speed right now with my case i have i an only add 2 video cards
