THAT changes the tone of the question quite a bit....
If the PSU doesn't even attempt to start then the CPU never has a chance to overheat and shutdown before POST concludes...so I'd say something's at issue in the PSU's startup process. Take the CPU out of the board then try it: it should fail POST with diagnostic LED's lit or speaker beeping at you.
If it does turn on then CPU's probably faulty, but put a heatsink on it to be sure. If it is faulty then it didn't shut down in time and you might have toasted it...if it wasn't toasted already.
If it doesn't turn on with CPU removed then paperclip test the PSU with it completely disconnected from the motherboard, if it still won't turn on then it's faulty. If it does turn on then the motherboard's probably faulty.
